Kaplan Hecker & Fink LLP partner Sean Hecker and associate Michael Skocpol joined the National Association of Criminal Defense Lawyers (NACDL) and attorneys JaneAnne Murray and Marissa Elkins to author a new report calling for states to enact a model “Second Look” sentencing statute that would allow long-term incarcerated individuals to petition courts for sentence reductions with the help of counsel after having spent a decade in prison. The legislation would allow states to maintain public safety while reducing the high number of individuals serving excessive, costly, and counter-productive sentences.
